Roger Mann is a Cornell-educated engineer and U.S. Navy Nuclear Submarine Officer who learned early what happens when communication fails in a high-stakes environment. Serving beneath the surface, radio traffic wasn’t background noise — it was command and control. That understanding has never left him.

After his naval service, Roger spent two decades at the forefront of large-scale defense and intelligence programs for a premier U.S. aerospace and defense contractor, leading advanced R&D in location intelligence, public safety, and cybersecurity — work that delivered over $2.5 billion in transformational outcomes for federal agencies and military operations worldwide.

He co-founded Smart Response Technologies with the conviction that public safety deserved the same caliber of intelligence infrastructure that had long served the military. Roger has served as former Chair of the Board of Directors of the IJIS Institute, a nonprofit dedicated to advancing information sharing and innovation across public safety — a mission that mirrors his own.

Edward Craig is one of the technical architects behind Delphini® and a co-founder of Smart Response Technologies. With a career spanning signal processing, AI/ML systems, and mission-critical communications infrastructure, Edward translated AFRL’s licensed patent technology into a production-grade platform now deployed across public safety agencies nationwide.

Before co-founding SRT, Edward developed his engineering foundation building mission-critical systems for one of the country’s largest defense and government contractors — work that demanded the same reliability and precision public safety operations require.

Edward oversees all product engineering and platform architecture, including SRT’s P25 radio integration stack. He brings more than two decades of volunteer fire and rescue service within a large fire and rescue system, having served in command officer ranks — giving him rare, firsthand operational expertise that directly shapes how Delphini® is built and what it prioritizes. Within the broader public safety community, Edward is a contributing member of NENA’s Future Think Committee and co-chairs NENA’s first committee dedicated to transcription and translation — helping define the standards and direction of the industry he’s helping to build.

James Merkle brings a distinguished career in financial leadership and strategic operations to his role as CFO and co-founder of Smart Response Technologies. A U.S. Air Force veteran, Jim’s service instilled the disciplined, mission-first approach he carries into every aspect of SRT’s financial strategy.

Before co-founding SRT, Jim spent his career supporting the economics of billion-dollar federal programs at a leading defense and government solutions company — experience that shaped his command of complex financial structures and long-cycle technology investment.

Jim oversees corporate finance, investor relations, financial planning, and operational controls — ensuring SRT has the financial infrastructure to scale responsibly alongside its growing customer base. His ability to bridge defense-sector rigor with technology company growth strategy makes him a critical voice in SRT’s board-level decision-making and capital allocation.

Danny Guttormson is SRT’s voice of the public safety community — a role grounded in firsthand operational experience that spans both the field and the communications center. Before joining Smart Response Technologies, Danny served on a pediatric and neonatal intensive care transport unit, where reliable radio communication was a matter of life and death.

That experience carried into a full career in public safety communications. Danny progressed through every level of a metro area 911 center — call taker, dispatcher, trainer, supervisor, and ultimately operations manager — with responsibility for day-to-day operations, training, and quality assurance and improvement. He later served in a consultative role for a federal program, advising on emergency communications and emergency management strategy at a national level.

At SRT, Danny leads customer success, sales, and strategic partnerships, while shaping product roadmap direction — ensuring that what Delphini® becomes reflects the realities of the people who depend on it.
